The Portable Document Format (PDF) was engineered primarily for fixed-page presentation. Many current document workflows also need portable semantic structure, explicit revision lineage, machine-readable policy and independently checkable integrity evidence. Universal Document™ (UD) explores a document architecture for those needs while preserving PDF as a compatibility format where fixed pages are required.
This working paper specifies Universal Document™ Standard 1.0: a structured, block-semantic, tamper-evident, AI-native document format comprising three file types — .uds (Sealed), .udr (Revisable), and .udz (Bundle) — and an open governance model released under CC BY 4.0. UD documents carry embedded provenance, cryptographic signing, optional expiry metadata, and machine-readable multilingual output as first-class schema properties rather than external annotations.
Core canonical integrity verification is designed to work offline. Signature validity, trusted-key status, verified identity, trusted time, current status and transparency remain separate questions, some of which may require deliberate online checks. Universal Document™ Standard 1.0 is published as an open specification that compatible implementations may support.
