A board packet has agenda, version, approval and record relationships that a flat file alone does not express.
UD model
UDR carries the changing state and its lineage. UDS preserves an exact final state. A later amendment derives a new UDR instead of rewriting the sealed record.
Fair incumbent boundary
SharePoint and other enterprise repositories can provide version history; CLM and e-signature platforms provide mature workflow and administration. UD is intended to make identity, lineage and verification travel with the document between systems.
