Evaluate the proposed document substrate without replacing CAC/PIV, current identity infrastructure, records systems or PDF compatibility.

Suggested controlled scope

  1. Select one non-sensitive, unclassified document family.
  2. Record the current revision, signing, verification and amendment friction.
  3. Create controlled UDR revisions and choose one exact signing state.
  4. Use test certificates only unless a separately authorized environment exists.
  5. Verify the resulting controlled UDS, evidence and changed-document failure.
  6. Export a PDF compatibility copy and test current-system handoff.
  7. Document accessibility, interoperability and operational gaps.
  8. Conclude: continue evaluation, revise the profile or stop.

Success criteria

Measured exact-state clarity, preserved lineage, successful local verification, safe failure on mutation, usable compatibility output, documented accessibility findings and no expansion claim without evidence.
